Malaysia careens toward turbulence as protests intensify

KUALA LUMPUR, Malaysia (AP) _ Police batons, tear gas, water cannons and more than 150 arrests have not stopped protesters from swarming into the streets to call for the resignation of Malaysia's prime minister.

If anything, the movement opposition leader Anwar Ibrahim began appears to be gaining momentum a week after his arrest.

Anwar, Malaysia's former deputy prime minister, is accused of crimes that include unlawful sex acts and leaking state secrets. He has denied the charges, however, saying they were politically motivated.

On Sunday, hours after authorities blocked an opposition group that had planned to meet in the heart of Malaysia's capital, more than 10,000 Anwar supporters gathered at another rally held on the outskirts of the city.

Police prevented cars from entering the area, about 12 miles northeast of Kuala Lumpur, so people walked along a poorly-lit village road to attend the rally organized by Malaysia's opposition Islamic party.

Anwar's wife, nominated by him to lead the reform campaign, has been silenced by police threats. His main political supporters, like him, have been jailed under the Internal Security Act, which allows detention without trial.

But thousands have answered each informal call for protest, shouting ``Reforms! Reforms!'' and demanding Mahathir's resignation.

Many expected a leaderless movement to sag. However, opposition parties and volunteer groups are risking Mahathir's wrath by openly joining Anwar's campaign.

``We don't know where the leadership is coming from. People themselves are taking the lead,'' said Anil Netto of the Aliran, a group for social reform.

Denied access to the local press and television, Anwar's supporters have used the Internet and word of mouth to spread information about their rallies.

The last time Malaysians dared to protest on the streets was 11 years ago, when opponents within the governing United Malays National Organization made an abortive attempt at a leadership change. The party split, but Prime Minister Mahathir Mohamad survived.

Between Sept. 2, when Mahathir, 72, fired Anwar, and last Sunday's rally of 35,000 in Kuala Lumpur hours before his arrest, the 51-year-old Anwar toured Malaysia, drawing huge crowds, even in areas believed to be bastions of Mahathir's supporters.

His speeches focused on reforms to make Malaysia more liberal and demands for greater political freedom.

By the time he arrived at the capital's Independence Square, he was demanding the resignation of the man he was designated to automatically succeed.

Analysts say that Anwar is getting most of his support from a Malay Muslim Youth group, the ABIM, which claims a membership of 50,000. As a young activist, he led the group before joining the government.

But protests in the wake of his arrest appear to be drawing people beyond Muslim student groups and known antiestablishment organizations.

Of the 29 people arrested during Saturday's scattered demonstrations in downtown Kuala Lumpur, only four were Muslim students. Of the remaining, three were government employees, 13 were from private companies and nine ran their own businesses.

``We've got no savior, but it doesn't matter,'' said a 37-year-old nuclear scientist who wanted to be identified only as Ahmad.

``Look what happened in Tiananmen and in Indonesia. There were no leaders, but it did not stop the flames from igniting.''

Despite repeated assurances from Mahathir and the head of Malaysia's federal court that Anwar would be given a fair trail, he has not been brought to a court. His lawyers and his family have seen him.

``I think there is a lot of resentment because Anwar is not being fairly treated,'' said Netto.

own public holiday .. under new laws to be introduced into state parliament.

A law introduced by the former state government in 2008 banned half-day or part-shire
arrangements to substitute the public holiday.

But Services Minister LOUISE ASHER says agricultural and pastoral shows .. and regional
race days have suffered under those arrangements.

All Victorians in regional Victoria or metropolitan Melbourne will continue to receive
the same number of public holidays each year.

BRISBANE, Dec 15 AAP - Miners say they face great uncertainty over a proposal to declare
Queensland's Cooper Creek Basin a wild river area.

The state government on Tuesday proposed protecting the basin, in the state's west,
under its controversial Wild Rivers laws.

The basin covers 244,000 square kilometres and includes communities at Longreach, Barcaldine,
Blackall and Windorah.

Cooper Creek is formed by the junction of the Thomson and the Barcoo rivers before
it spreads into an enormous area of braided, shifting streams known as the Channel Country,
where Boulia Shire occupies more than 60,000 square kilometres.

Given enough rain these waters gradually flow to Lake Eyre.

Almost the entire basin is covered by oil, gas and geothermal exploration permits and
production leases.

Queensland Resources Council chief executive Michael Roche on Wednesday called on the
government to quickly clarify how proposed high preservation areas in the basin would
affect mining activity.

He said a Wild Rivers declaration would potentially lock the sector out of large swathes
of the Cooper Basin, including 16 major tributaries and swamplands stretching to the Galilee
Basin in central Queensland.

"Alarmingly, the eastern portion of the Cooper Creek nomination overlaps a huge section
of the Galilee Basin, where a number of companies are planning multi-billion dollar investments
in mega-coal mines, including many that have secured significant project status from the
Coordinator-General," Mr Roche said.

He said the QRC would be closely examining detailed maps to understand which existing
projects are at risk, and the longer term risk of sterilising resources in lightly explored
parts of the Cooper Creek area.

There are 10 declared Wild Rivers in Queensland, and those on Cape York have provoked
bitter debate among landholders, miners and indigenous communities.

The laws were introduced in 2005 to protect the health of Queensland's wild rivers
by placing limits on development but opponents claim they unfairly restrict indigenous
people's economic opportunities.

outlined a no-school .. no-play initiative .. to lift school attendance rates.

Under a partnership between her government and eight national sporting organisations
.. children who don't go to school won't be able to play sport.

Ms GILLARD's also announced 30 new sub-acute beds at the Royal Darwin Hospital in the
marginal seat of Solomon .. and funding for a thousand more schools to join the chaplains'
program.

DARWIN, Aug 17 AAP - Paul Henderson stands accused of signing a deal that makes him
the Northern Territory's chief minister in name only, in a desperate bid to hold on to
power.

In an 11th hour deal, Mr Henderson convinced independent MP Gerry Wood to back Labor
in a no-confidence vote on Friday.

In exchange, Mr Wood bagged almost 50 concessions from the government, including a
new body that will operate much like a Senate.

The Council of Territory Cooperation will be empowered to conduct inquiries and make
recommendations on matters of public importance and major developments.

Mr Wood said he was putting Labor on notice and giving the government a second chance,
and threatened to rip up the deal if its conditions were not met.

As parliament resumed under the new arrangements on Monday, Deputy Opposition Leader
Kezia Purick said Mr Henderson had made a "desperate deal".

"The chief minister has sold the authority of the office to hang on to the trappings
of the job," she said in a statement.

"The chief minister will still have the same office overlooking the harbour, he'll
still draw the same wage, and he'll still have a limousine at his beck and call, but he
no longer has the right to determine government policy."

Ms Purick said the real authority of the office of chief minister now rested with Mr
Wood, a former chicken farmer from Darwin's rural area.

"That is a recipe for ongoing instability in this faction-riven government," she said.

"The deal Paul Henderson signed doesn't make Gerry Wood the king-maker, it makes him the king."

Ms Purick said Mr Henderson would need to go to Mr Wood "cap in hand" on every single
piece of legislation presented to parliament.

"If Gerry doesn't like the look of it, then it will be scrapped or altered until Gerry
gives it his tick of approval."

But Mr Henderson cited the current ACT Labor government and previous Bracks, Rann and
Greiner governments in Victoria, SA and NSW respectively as places where similar deals
had been struck with independents.

"This is nothing unusual," he told ABC Radio in Darwin.

"Minority governments have agreements with independents to produce stable government."

Mr Henderson said both sides of parliament were consulted on most legislation.

"This is not a remarkable situation here in the Northern Territory," he said.

"About 90 per cent of all legislation goes through the parliament in a unanimous manner anyway."

Manly rugby league star BRETT STEWART has pleaded not guilty to sex charges relating
to a 17-year-old girl.

The 24-year-old fullback is charged with sexual intercourse without consent and assault
with an act of indecency on a 17-year-old girl on March 6 in North Manly.

The alleged incident followed a team function at the Manly Wharf Hotel.

STEWART entered his plea in the Manly Local Court today and the matter's been adjourned
to the Downing Centre Local Court on May 26.

His bail has been continued .. alongside an interim apprehended violence order relating
to the alleged victim.

The federal government says it's planning to crackdown on fraudsters who use sites
like Facebook to try to steal people's identity.

New laws will be introduced into parliament this week .. including offences for misusing
identification to commit an offence and having equipment capable of creating a false impression.

Victims will also benefit from measures aimed at helping them restore their credit histories.

Identity fraud is a growing problem that's estimated to cost the nation at least a
billion dollars every year.

like there's no tomorrow.

In his letter .. Commissioner KEN MORONEY invites speeding drivers and illegal street
racers to stand and watch emergency service workers as they battle to rescue people injured
in collisions.

Accusing them of an act of sheer bastardry .. he says negligent drivers should be forced
to hear the screams of the dying .. to witness the carnage they cause .. and to stand
by police as they deliver messages to the victims' loved ones.





Police arrested another young driver flouting the law yesterday.

The 21-year-old learner driver was clocked by police as he hurtled down the Hume Highway
yesterday at almost 200 kilometres an hour.

Mr Hendy said in the May budget, the government needed to address the problem of finding
suitably qualified staff.

"It's more evidence to back up the business community's call ... that we think there
should be increased expenditure on education and training, particularly on the vocational
education area," he told reporters.

Mr Hendy said the government also needed to look at taxation issues like bracket creep
and the capital gains tax burden.

He also sent a message to the Reserve Bank board to think seriously about the impact
of an interest rate rise on business.

"The economy is on the improve and that weighs up on one side ... on the other side
though there is evidence that inflation is under control," Mr Hendy said.

"The survey we are releasing today showed us that expectations are for inflation to
ease over the year.

"The other thing is that the Australian dollar is at a very significant high, that
is hurting exporters. If interest rates were to increase this week we would see a further
potential increase in the dollar value and that would further impact exporters."

Officials say the five whales .. which can weigh up to 3.5 tonnes .. have been moved

It's hoped the whales' health will improve in the knee-high waters of Macquarie Harbour

The AWB kickbacks inquiry resumes today .. amid speculation JOHN HOWARD could be in
hot water for attacking the company's executives.

The prime minister's stepped up his criticism of AWB executives this week .. despite
claims such comments could prejudice the inquiry into the kickbacks paid to SADDAM HUSSEIN's
regime.

Writing in the Wall Street Journal .. Mr HOWARD's accused the executives of deceiving
the government and the UN.

It's believed lawyers representing some AWB executives are also preparing to complain

MELBOURNE, Dec 22 AAP - Victorians have been urged to ask police officers for identification
if they have any doubts, as a man posing as a cop evades capture.

The suspect, a former policeman, is wanted in relation to a number of thefts in the
Melbourne metropolitan area, acting Senior Sergeant John Pattison said today.

He said it was disturbing the man had duped so many victims while wearing a police uniform.

"Victims are going with him willingly initially until they... realise he is not a real
policeman," he said.

"It's obviously disturbing that people are going around portraying themselves to the
public as police officers.

"The public should have confidence in the police, and the way he is conducting his
behaviour is not what we'd expect of police officers."

He warned people to be cautious.

"If they're unsure of who the officer is, ask them to produce some identification.

The police officer should be carrying that, so that's the best way to do it," he said.

He said police were investigating a number leads.

"We believe he may have been sighted yesterday morning in the west Melbourne area," he said.

The man who robbed four people last week, left the police force in the mid-1990s, after
six years.

Last Wednesday he dressed in a police uniform and approached two men in Victoria Street,
Richmond, about 8pm (AEDT).

He searched the men, taking both their wallets, wrote down their details and advised
them to go to the Richmond police station where he would join them later and return their
property.

At 9am the next day, the man approached another man in Victoria Street and advised
the man to get into his car, but the victim fled on foot.

The impersonator chased the victim, took his wallet, mobile phone, jacket and cigarettes,
and ordered him into the car.

He then dropped the man at Richmond police station and advised him to wait inside,
where his property would be returned.

He struck again last Friday at the corner of Clarendon and Albert streets in East Melbourne,
snatching a woman's handbag.

Police believe the man, who continued his crime spree last weekend, drives an older-model
brown Toyota Tarago.

Anyone with information has been urged to contact police.

Denver is more international than you might think.

Italy, France, China, Japan and Spain - it's all right here, if you look.

With less than two months to create an ad campaign with an international feel for WholeTree.com Inc., HenryGill Advertising filmed around the globe without leaving Denver.

WholeTree.com is a young Colorado Springs dot-com that helps companies do their business over the Internet in multiple languages.

WholeTree.com, a subsidiary of LanguageWare.net Ltd., officially started in January with the $3.5 million ad campaign. Print ads are running in business publications such as The Wall Street Journal. The TV spot recently began airing on cable.

``Two years ago, we could not have launched Wholetree.com as a business,'' said Todd Oseth, president and chief executive officer of LanguageWare.net. ``Now, people are getting e-mails in another language.''

The campaign attempts to brand WholeTree.com as well as educate its target audience about the need to be multilingual on the Internet.

The print ads depict people in their native dress or country, such as Zhang-San - sitting in a candlelit room - using a laptop computer.

``Zhang-San is a techno geek. But he still can't figure out your Web site,'' the copy states.

The print ads were easier to do on a tight deadline than the TV spots, said David Henry, president of Henry Gill.

Some stock photography and a little imagery manipulation, et voila, a couple kissing turns into a couple kissing in France with the Eiffel Tower in the background.

But live action on a train in Japan? A Parisian cafe? Italian shoppers hopping on a Vespa? HenryGill didn't have three months to travel the world and do a lot of shooting.

Creative director Alan Koenke is also president of Urban Pictures, a television and film production company. Koenke scouted several locations, mostly lower downtown, and filmed the spot in two days.

The Japanese train is really good old RTD light rail. RTD approved the shoot but wouldn't stop the train for the crew, so they had to hop on at a stop and film around passengers.

That's the only hint I'll give. Downtowners might be able to figure out the other locations.

``It's amazing what the camera can make you see and not see,'' said Oseth, who admitted he was a little unsure in the beginning about HenryGill, having come from Sony Corp. where he worked with much larger, international ad agencies.

``I was very worried,'' he said. ``You wouldn't expect a bunch of cowboys to put together an ad campaign, but they were pure professional. These guys did nothing but impress.''

One of Colorado's largest money management firms - Englewood-based Meridian Investment Management Corp. - has agreed to pay $85,000 in fines to settle charges of false and misleading advertising.

The Securities and Exchange Commission issued a statement on the settlement Tuesday, citing the case as the latest in the federal government's crackdown on false advertising and inflated returns in the money management industry.

The SEC claims that for years Meridian, a $500 million investment adviser firm that recently established its own family of mutual funds, distributed advertising and other promotional materials that overstated investment returns by more than 5 percent.

Meridian attorney Robin Shipman said the SEC allegations, listed in an administrative complaint, involved promotional materials distributed by the company prior to late 1996, when Meridian managed a record $700 million in assets.

``These were past infractions that we certainly regret'' but are unrelated to the marketing of Meridian's flagship no-load Icon mutual funds, Shipman said.

Katherine Addleman, an enforcement director at the SEC in Denver, said that from 1993 to 1996 Meridian failed to deduct some commissions and mutual fund sales loads when advertising customers' investment returns.

That enabled Meridian to exaggerate investment returns in client newsletters, Internet postings, performance sheets and even figures submitted to rating services, she said.

The SEC ``cease and desist'' order against Meridian and its principal shareholders - former President Michael J. Hart and current President Craig T. Callahan - doesn't say why they inflated performance figures.

But Addleman said the company and its top officers ``intentionally and willfully'' failed to disclose commissions and mutual fund sales loads - costs that sometimes amounted to 5.5 percent of a customer's original investment.

``Individual investors were deceived about their true returns,'' Addleman said, noting that securities laws require investor-paid fees, such as finder's fees and commissions, to be deducted from advertised performance data.

Without admitting wrongdoing, Meridian agreed to pay a $70,000 fine. Hart, who resigned in April 1998, was fined $15,000.

Callahan, who served as Meridian's chief financial officer before becoming president, didn't pay a fine but is subject to stiffer sanctions if he commits similar violations in the future.

Although larger penalties have been imposed on advisers in recent years, the Meridian case should warn other investment companies that parade themselves as a step above their rivals, Addleman said.

``In this very competitive market, investment advisers are . . . tempted to make themselves seem better in an effort to get more clients,'' she said. ``This is an action against a firm for doing exactly that.''

In May, the SEC sanctioned a Boston-based investment adviser for allegedly inflating the size of the firm's investment portfolio 25-fold in advertising aimed at mutual and pension funds. Reservoir Capital Management and owner RoAnn Costine paid $75,000 in fines without admitting or denying the SEC charges.

Four years ago, a $1.5 billion Norfolk, Va., investment firm operating as Seaboard Investment Advisers agreed to pay $1 million in fines to settle false advertising claims about the performance of client assets.

Meridian, which manages $370 million in 11 sector funds, markets primarily to financial planners and regional brokers. The company's strategy is to operate as a so-called sector rotator, switching investments among portfolios that try to capitalize on the most profitable industries or areas of the world.

In November 1996, prior to introducing the Icon funds, Meridian stopped charging clients an origination commission. Last year, it also ceased investing mutual funds that charged a sales load.

MORE COMPETITION FOR NBN ACCESS DRIVES PRICES LOWER.

"In many cases it is extremely difficult to make a proper comparison of packages because the speeds actually being delivered by internet service providers currently using today's aging copper infrastructure are often well below what they are advertised to be," he said.

"Another thing consumers should be aware of is that some media reports are not including line rental when they quote current internet plan prices, which is approximately $30 on top of the plan cost.

By configuring the IOGW at the Iu-PS interface, the data traffic is offloaded away from the SGSN/ GGSN directly toward the Internet based on specific offload criteria configured by the operators. Such line-rate DPI intelligence enables operators to change policies dynamically based on traffic type and user service level agreements (SLAs).

With the IOGW providing higher throughput while decongesting core network bottlenecks, service providers can achieve incremental CapEx savings of more than 60 percent - realizing benefits right from the first year of deployment. The IOGW is a 3GPP SIPTO (Selected IP Traffic Offload) standards-based IuPS offload solution for UMTS (Universal Mobile Telecommunications System) networks.
